Most harbours keep the list in a spreadsheet and the reasons in somebody's head. That works until the harbourmaster retires, or until a boater who has waited nine years asks to see the file.

The date somebody joined is its own field, not the day their row was created. Import your spreadsheet and the years come with it.
Slips and storage on separate lists
Different waiting lists, different rules, same boaters. A slip list ranked by seniority and a winter storage list run first come first served, side by side.
The fee is the one they agreed to
Harbours that charge an annual waiting list fee keep the amount that applied when each boater joined. A nine-year queue and a fee quoted as the current price do not go together.
The part nobody else does
Every movement in the order is recorded with the reason for it. When somebody asks why they are number fourteen, the answer is already written down, and they can read it themselves.
