Applications are taken in chronological order. When a slip comes free the city tries for two days by phone, then sends a letter and gives seven days to answer. Refuse once and you keep your place at the top of the list; refuse a second time and you are removed. One slip per family or address, and vessels must be between 24 and 40 feet.
