The non-refundable application fee is not refunded if the applicant fails to respond. An applicant who declines within three business days may ask to go to the bottom of the list without paying again. No reply within three business days is treated as a request for removal, and the applicant must have an airworthy aircraft in the hangar within 45 days of accepting.
