The Master Waiting List is closed to new applicants, so the Lottery List is the only way on. It is drawn by the Harbor Commission Chair at a public meeting and gives 14 days to accept in writing; declining "will not result in removal of the applicant’s name from the Lottery List, loss of the applicant’s Lottery List Placement Fee, Lottery List Renewal Fee, or change in the applicant’s position". Someone already on the Master Waiting List is not eligible for the Lottery List. The Master List, for those already on it, gives 30 days to accept and a declined offer removes you and forfeits every fee you have paid. The harbor’s 2023 fee schedule lists a $50 placement fee and a $40 yearly renewal, but the fees are set by council resolution and not in this policy, so check the current amounts with the harbor.
