Offers go to the top applicant on a first-on, first-called basis, and the applicant has five business days to accept or decline. One decline or non-response is allowed without penalty; on a second the applicant must choose removal or the Inactive List, which keeps the original seniority date but is dropped after two years without written contact. Declining a hangar too small for the aircraft does not count, and a tenant who leaves must rejoin at the bottom.
