Apply with a $500 deposit, of which $50 is a non-refundable administrative fee and the rest goes to the first month's rent or comes back if you leave the list before an offer. New applicants go to the last position on the list for the size they ask for, after an initial lottery formed the list, and the city contacts the person in first position by letter and email. If the city cannot reach that person within 7 calendar days they are removed and lose the deposit, and an offer must be signed or declined within 7 business days or the applicant is dropped; declining an offer also removes you and forfeits the deposit.
